Safe and Supportive Placements for Children and Young People
Sometimes, children and young people cannot remain safely at home. When this happens, Narang Bir-rong provides safe, stable, and culturally strong out-of-home care. Our focus is on protecting children while keeping their identity, family connections, and sense of belonging at the centre of their journey.
What is Out of Home Care?
Out-of-home care (OOHC) occurs when children or young people live away from their parents for safety and well-being reasons. This may be with kin, the community, or foster carers who can provide the care, guidance, and support needed. For Aboriginal and Torres Strait Islander children, care must also honour cultural identity, ensure connection to Country, and maintain strong ties with family and community wherever possible.
Our Approach
Narang Bir-rong delivers out-of-home care with compassion and cultural responsibility. We aim to:
- Provide safe, nurturing environments where children can feel secure and supported.
- Maintain family and cultural ties so children continue to know who they are and where they belong.
- Work with carers, families and the community to meet every child’s emotional, social, educational and spiritual needs.
- Prepare for the future by supporting pathways to restoration, long-term stability, or independence when appropriate.
Types of Care We Offer
Children and young people may need different kinds of care depending on their situation. Narang Bir-rong provides:

Respite Care

Long-term Care

Supporting Children and Carers
Narang Bir-rong understands that children and young people entering Out-of-Home Care may have experienced difficult or disruptive circumstances. Our role is to provide the stability, care and guidance they need to feel safe, supported and connected.
We do this by offering:
Cultural mentoring and connection to strengthen identity and pride.
Therapeutic supports to help with healing, resilience and well-being.
Education support to encourage learning and school engagement.
Training and 24/7 assistance for carers to ensure they feel supported and confident.
Advocacy and case management so that children’s rights, voices and choices are always respected.
Why CulturalSafety Matters
For Aboriginal and Torres Strait Islander children, cultural identity is not optional, it is essential. At Narang Bir-rong, we make sure that every child in out-of-home care has the chance to stay connected with their Elders, family, kin, and Country. These connections help children grow up with a strong sense of belonging, confidence, and resilience.
Our Commitment
Out-of-home care is never just about placement. It is about healing, connection, and building strong futures. At Narang Bir-rong, we are committed to walking beside children, young people, carers and families, ensuring every child has the chance to feel safe, valued, and proud of who they are.
